Char=Charcoal

Kuay=Kuwait + way (join as short pronouciation)

Teow= T+E+owl (join as quick short pronounciation)

Char= Fried; Kuay Teow = the white flat noodles

By the way this is a local delicacy from Penang, Malaysia.

the word is in one of the chinese dialect (Hokkian - but local hokkian accent, may differ from original China Hokkian province pronounciation)
