You could use a roasting bag in a shallow pan in the oven, it tells you to put some flour in the bottom of the bag.....secure it with their special tie and trim it.........put in the pan and it tells you what temp.  It self bastes.............nothing worse than a tough roast.

If you have a crock pot, read the instructions about roasting beef..............you have to brown all sides in your frying pan and put it in with beef broth........it will be tender..............better than roasting in the oven as the juices self baste.
